Education Systems & Policy

Lasting Change Requires Stronger Systems

We work with government, civil society, and education stakeholders to strengthen policies, practices, and institutional capacity that can improve education beyond any one program, school, or community.

Why Systems Matter

Good Programs Matter. Strong Systems Make Impact Last.

Working directly with learners and communities has taught us that even effective programs operate within a wider education system. Progress can be difficult to sustain when policies are not implemented, institutions lack capacity, or evidence from classrooms and communities does not inform decision-making.

For LIPACE, strengthening education therefore means looking beyond what happens within our own programs. Because lasting change is not only about reaching more people, it is about strengthening the systems that serve them.

From Programs to Policy

Bringing community experience into systems change

LIPACE brings experience from communities and program implementation into broader conversations about how Liberia's education system can improve. We work with government and other stakeholders to generate and use evidence, strengthen institutional capacity, contribute to policy development and implementation, and create stronger connections between what happens in communities and decisions made at the system level.

Our goal is not simply to advocate for change, but to help turn good policy into better practice and better outcomes for learners.

Our systems work has grown over time alongside our direct education programming.

A Milestone in Systems Work

Teacher licensing, certification & school accreditation

A significant example is LIPACE's engagement with the Ministry of Education around teacher licensing, certification, and school accreditation.

Building on earlier policy advocacy, LIPACE contributed to efforts that culminated in the launch of Liberia's national policy for teacher licensing and school accreditation.

This work reflects a broader commitment: using what we learn through implementation, research, and community engagement to contribute to education improvements that can extend beyond the places where LIPACE directly operates.

Our Ambition

A locally rooted contributor to stronger systems

Our ambition is to deepen LIPACE's role as a locally rooted contributor to education systems strengthening, connecting evidence, communities, practitioners, and policymakers to help identify what works and support solutions that can be sustained and scaled. As we grow, we will continue contributing to stronger education institutions and policies while remaining grounded in the experiences of the learners and communities those systems are intended to serve.
